Commitment

Achieve 100% interoperability of service databases delivered to the population of pregnant women, girls and boys under 6 years of age.

Government / Peru

January 2022 — December 2025

Description

Within Peru’s framework of Information Management for Monitoring the Territorial Management Strategy ‘Childhood First’, Supreme Decree 003-2019-MIDIS provides for the constitution of the intersectoral information platform through which, adopting the highest standards of management of open data and in accordance with data protection regulations, sectors and institutions are linked to the ‘Childhood First’ strategy. For this, the decree provides for the creation of a committee responsible for making decisions regarding management of the intersectoral information platform, made up of representatives from the Ministry of Health, Ministry of Economy and Finance, Ministry of Development and Social Inclusion, Ministry of Education and the National Registry of Identification and Civil Status. This multisectoral effort enables use of the updated and completed nominal register of boys and girls under 6 years of age as the basic tool for nominal monitoring that will allow the timely care of children and pregnant women.

Given the stages of development through which the child passes, the component of the

‘Childhood First’ strategy that addresses the health and nutrition status of mothers and children considers the aspects associated with nutritional status (presence of chronic malnutrition or micronutrient deficiency) and healthy births (adequate weight and full gestation). It includes factors such as the health status and nutritional and emotional state of the pregnant woman, the presence of deficiencies and disorders, maternal pressure and infectious diseases, as well as the care of children and infant and young child feeding practices.

Additionally in Peru, digital governance is being implemented (Legislative Decree No. 1412) as a strategy for the use of digital technologies and data in the public administration for the creation of public value. This is in addition to the updating, homologation and sustainability of the nominal register of girls and boys under 6 years of age. This governance aims to improve the possibility of implementing processes and data exchange between organisations related to people's identity, service delivery (health, education, etc.), insurance and social assistance, among others, thus promoting the sharing of information and knowledge and developing the ability to interoperate between respective information systems. Part of the digital governance will include:

1. Reviewing and improving the interoperability criteria and ensuring that these criteria include the provision of equipment, supplies, human resources and training.

2. Developing standards for the storage, exchange and processing of information based on interoperability.

3. Conducting training for public officials to ensure adequate interoperability for nominal monitoring.
