Description

The Kenya non-communicable diseases (NCD) strategic plan, 2021–2025, aims to:

• Strengthen sectoral and multisectoral coordination, leadership and governance for NCD prevention and response at all levels.

• Reduce exposure to modifiable risk factors through strengthening multisectoral interventions, including implementation of Kenya nutrient profile model and FOPNL.

• Strengthen the health system for provision of equitable, quality, accessible, affordable, responsive, and sustainable NCD management across the life course.

• Strengthen advocacy, communication, and social mobilisation at the national, county and community levels.

• Promote NCD research and strengthen surveillance, monitoring and evaluation of NCDs to inform decision-making and health planning.

Implementation of Kenya Nutrient Profile Model

The Kenya NPM shall be used to guide implementation and adoption for the front-of-pack nutrition labelling (FOPNL). Use of the Kenya NPM requires mandatory nutrition labelling of pre-packaged foods, including:

• Declaration of nutrient content for energy, protein, available carbohydrates, sodium, total sugars and total fat (including saturated fat).

• A list of all ingredients in the product, including added sugar.

• Nutrient content should be declared relative to total weight or volume, expressed “per 100 g” or “per 100 ml” of the food product.

The Kenya NPM can also be applied to the:

• Control of marketing and promotion of unhealthy food and beverages.

• Regulation of the food environments in schools and public institutions.

• Establishment of fiscal policies to limit consumption of unhealthy foods.

• Development of guidelines for food programmes, including for vulnerable groups, schools and institutions.

The model shall be used in engaging stakeholders to build consensus among key government sectors, including the private sector and civil society on the Kenya NPM and thresholds. It will also be used to evaluate the impact of policies based on Kenya NPM to provide critical feedback during implementation.
